Are you executing from AppleScript Editor, or have you saved the script as an application? If you are running it within AppleScript Editor, then it will fail the first time, and you must allow AppleScript Editor.app to be listed in the list of 'apps that are allowed to control your computer' in System Preferences > Security and Privacy > Privacy > Accessibility.
